Take one and try to squash it in your fingers and see if its mushy....if its not very gently crack it in your teeth. If after 2-3 days I don't get a tail thats what I do and if a strain itself is a hard germer like Masterlow I rub them gently on a match book striker to weaken the shell.

I've read some people submerge their seeds in water mixed w/hydrozyme, etc. Duz it matter if the seeds get moist only or can they be submerged (I notice they often float) with the same results?

What medium are you planting into?
You might try planting your seed direct into planting mix with no soaking or humidity dome.
Be safe

I know you have to have the tail down, so if it doesnt show, just drop it 1/4 to 1/2 inch down? I'm using Foxfarm Ocean soil, which has worked well before

I believe, after leaving your seeds in water for a day or so, if they float, they are unviable. The ones that sink are ready for the paper towel, or right into moist starter soil. Is that right, Al?

If you have a musty smell coming from the medium you germinate in then it is most likely that you have overwaterd. It is hard to give advice with so little info.

I didn't know you could overwater seeds. I know one experienced grower who told me he drops seeds in a black plastic vial full of water and hydrozyme - or maybe Thrive B1, and then after a short while they've got tails. But you're saying you can overwater them?

Soaking seeds initially in water for 24 hours is good, but keeping the seeds too wet in the grow medium is not good, promotes rot.

It's tail up. Cannabis seeds germinate naturally with their tap root up. The taproot senses light, shoots up briefly, then curls back down and burrows deeply, pulling and throwing it's embryonic leaves up and out towards the light.
Remember to plant seeds pointy end up, that's where your root emerges.
