Wierd bug...

So I was having a look at the garden today, and found a little bug, less than 1cm just hanging out on the lower stem of my A11 seedling. It was round in shape, and was mostly black, with white spots on its back. I saw a bug just like it a couple days ago take off and started flying towards the bulb and I thought I saw it pop and fall to the ground. I hope it was the same bug and I don't have a problem... :(

I've tried to hunt this thing down on google, but found nothing. Anyone else seen these things before or know if they're a threat?
