Hemp fest prompts rules overhaul

The proposed World Hemp Expo Extravaganja, and future festivals, are now in the hands of Tehama County Planning Director George Robson.

County supervisors Tuesday unanimously approved a massive overhaul to the county's 1970 policy regarding festivals not staged at the Tehama District Fairground. The existing policy, written in response to Woodstock, could have been deemed unconstitutional if challenged, officials said. But with most major county events held at the fairgrounds, the policy was forgotten until medical marijuana advocate and patient Donna Will proposed a Memorial Day hemp festival.

Robson, along with Environmental Health Director Tim Potanovic, Public Works Director Gary Antone, Sheriff Clay Parker and County Counsel drafted a new policy and introduced it as an urgency ordinance, to take effect as soon as it passed.

Events on the fairgrounds or on public land are exempt from obtaining a permit. So are funerals, spontaneous parades, demonstrations or any event with fewer than 500 people.

Planned events, like Will's WHEE 2010, must comply with a 15-page set of guidelines.

Will previously said she had been taking measures to accommodate the traffic she anticipates.

County documents put that traffic at around 1,800 people per day, of the three-day event.

Robson has not stated publicly whether he intends to approve the event.

a permit if he believes the proposed activity will "violate any state, federal or local regulation," and several others that would allow him to stop the event if it poses a threat to public safety.

Red Bluff resident Kathy Nelson, speaking before the board, said WHEE 2010 would have just that problem.

"How can they guarantee that there is no child under the age of 14, and that no one is lighting up?," Nelson said, referring in part to second-hand cannabis smoke. Both Will and WHEE founder and High Times Creative Director Steve Hager have told the Daily News they would permit marijuana smoking, and would not be asking visitors to provide evidence of a medical marijuana recommendation.

Robson is, however, barred from stopping the event on the basis of its message. The ordinance explicitly states no event may be turned down for its message, affiliations of the organizers or even the public's response to the event. from what i have heard the festival is still on 100% .. i will be there in my TY t-shirt .. anyone else?

untill then i have a couple of uni's T's still i am planing on wearing to the event , atleast a few will see the TY logo that haven't before , and learn that MMJ is a viable solution for many ...

We are going to be there!....Hemp-EaZe in cowboy country! this will be interesting. Last I heard the county supervisors were trying hard to stop it. Any new news?

they are doing there best to stop it , but last i heard theres not much they can do now, if they turn down the app that will limit donna to less then 500 people on the property at a time, and alot of people driving in circles waiting to get it, it would be stupid to stop it now ...

Tehama County may have to choose between one hemp festival or six.

On Tuesday, Donna Will, the woman behind World Hemp Expo Extravaganja 2010, said if the county denies her a festival permit, she will hold as many six simultaneous events on neighboring parcels, each capped at 499 people to get around county regulations of events of 500 or more.

Will previously said she expects about 1,800 people over the three-days Memorial Day weekend at the Riverside Avenue site, just south of Red Bluff.

The county's festival permit, which will be issued or denied by Planning Director George Robson, only kicks in for events with 500 people or more.

If Will kept 499 people or fewer on each property, WHEE 2010 could technically be exempt from the permit, Planner II Bob Halpin said.

County Counsel Arthur Wylene said he could not comment on the specifics of Will's strategy.

But speaking in general, when transparently artificial means are used to circumvent a law, the law usually still applies, Wylene said.

Sheriff Clay Parker, one of the department heads Robson asked to weigh in before Robson makes his choice, said he would still consider separate, simultaneous events run by Will as one festival.

Parker said he had contacted Will Friday to discuss the festival.

said he was looking for a 10-hour-a-day presence with regular communication between the department and the event's private security.

If Will runs an event with 499 people or fewer, my hands are tied, he said.

But if she runs anything larger, the department may shut down the event.

I hope it doesn't come down to that, Parker said. I hope they continue to work with us.

With this rain we may not get there until early Friday Morning, but we are packing, we are bottling the Hemp-EaZe, and we are going!! May need an extra person to help 'man' the booth so we can take a break every once in awhile, though. Haven't found help yet, but we have faith.

RED BLUFF - A 5,300-gallon plastic water tank that had been erected at the site of a three-day Memorial Day weekend hemp festival here has been destroyed by someone who drilled more than two dozen holes in it, the Tehama County Sheriff’s Office reported today.

But, the festival’s co-coordinator said, the show will go on as planned.

“We will just deal with it,” said Jerry Doran, 56, of Red Bluff. “We don’t want to give it up now,” after all the time and effort that’s been put into it.

The vandalism, which caused $2,600 worth of damage, occurred sometime between Wednesday and May 21, sheriff’s deputies said.

Doran, who said that it appears that two other 3,000-gallon water tanks may also have been vandalized, reported to deputies on Wednesday that he found about 24 holes drilled into the side of the 5,300-gallon water tank at its bottom.

Doran told deputies that he had planned to relocate the water tank to his residence following the three-day World Hemp Expo Extravaganja, also known as WHEE 2010.

Evidence at the scene suggested that the vandal — or vandals — had first tried to pierce the side of the plastic tank with an ice pick or similar sharp object.

But after that attempt apparently failed, a battery-powered drill was used to vandalize the water tank, deputies said.

Doran said a 4,000-gallon water truck will be on standby at the festival and that the two other tanks are being inspected to see if they need repair.

The planned event, which was only granted a permit on Tuesday, has generated a stir in the community and spurred an update of the county’s event ordinance.

The vandalism was disheartening to Doran, who said it was done by “somebody with a very narrow mind.”

The three-day festival is to be held, starting Friday, at a 46-acre site on Riverside Avenue south of Red Bluff.

The festival is to include a marijuana film festival presented with the help of High Times magazine, as well as live music, vendors, a world peace prayer circle and primitive camping.

In April the Board of Supervisors approved an urgency ordinance updating a 40-year-old festival law after WHEE 2010 fliers began to be circulated by Donna Will, the event’s co-coordinator and medical marijuana patient and grower.

Will had a permit application for the festival on file before the board’s action and had discussed her plans openly.

Anyone with information about the vandalism are asked to call sheriff’s deputies at 529-7900.but the show will go on the rednecks will not win ;) ..lol

Hi, just finally settling in after the trip to WHEE 2010. Through all the set backs, fighting with the county supervisors for the permit, sabotage and a rain storm that lingered into opening day, they pulled it off! People showed, had a great time and learned more about cannabis. The first day was filled with anticipation as the local police set up command posts across the street. the local sheriff, bucking for re-election, and the firechief spent every morning posturing themselves for the local news cameras, yet not one incident was created. It was peaceful and fun. My TY friend, shooter420 came by our booth for a visit. I got to meet Jet Baker, co-author of the Time 4 Hemp Theme song. Lots of glass blowers and collectives But We were the only hemp booth there!
This gave us plenty of opportunity to share about the healing benefits of hemp root. I anticipate the their 2nd year will be grand!

hehehehe i am camping next year :) my back is still out, wasnt able to walk untill monday .. but i lived ..lol.. it was great to meet ya face to face and cant wait for next year , i am hoping its a bit more organized next time, as in when and where things where going on, as far as the political b.s. if WHEE happens next year there should be a lot less not being a election year, and btw the hemp eaze seems to be working for what we had talked about will be buying a bigger jar when we run out of this one :)

also note there was no real medical info there , would have been nice to have a TY booth set up to educate and promote the mag, as there was only one site there represented that i saw , and it was just a lil new local site... if you need someone to man one in this area next year Marco i will volunteer my time

anywho i also had a good time and will be waiting to see of this becomes a annual thing :) ...

Well it'll be fun seeing you next year. BTW, they finally figured it out ( or maybe a little bird told them) But both Saturday and Sunday they employed several vehicles to shuttling people back and forth from the entrance to the midway. The front of our booth became the transport waiting area. This gave more people a chance to read our sign. :)

WHEE 2010 promoters have short changed their vendors! Over two weeks has gone by since the event, yet none of the vendors have received their re-fundable cleaning deposits. The whole WHEE staff will not return any emails. It would appear that they took the money and ran.
This is a bad start, your vendors MAKE the festival!
It's such a shame to support something whole heartily and be treated with no respect. Without that refund, many of us operated at a loss. FOR SHAME WHEE!
