Maryland is often listed as a MMJ state. But, I'm pretty sure they only allow medical necessity as an affirmative defense there. So if using that allowable defense is an indicator, and since medical necessity is an allowable defense in Florida, that state should be counted as having MMJ, which it certainly is not, nor will be anytime soon (most likely). So I think calling Maryland a MMJ state is a misnomer.
