This way was passed on to me by a guru of herbology. It has worked best for me, taking out the guess work of sprouting seeds in dirt and speeding up the process of the damp paper towel method.
soak your seeds 24 hours in water; I use a shot glass simply because you don't need such a large container.
Place soaked seeds between damp paper towels and place them in a ziploc baggie.
Before closing baggie, blow a puff of air in it--leaving it like a plastic pillow.
I have had some seeds sprout within 24 hours, but I will wait no longer than 3 days for them to sprout.
I place the sprouted seeds in dirt, approximately 3/4 deep. I make sure the dirt is pretty damp already so the seeds don't get washed to the surface when I water them again.
When the sprouts break ground, I let them grow till they start to grow their leaves with the jagged edges. At that point, I transplant them to individual pots or place them directly in the ground outside.
